Project Elevate

The City owns a 20-acre property at the southeast corner of Elk Grove Boulevard and Big Horn Boulevard, just north of District56 and is exploring urban mixed-use development opportunities for the site. Specifically, the City is pursuing the development of a mixed-use project that includes retail, dining, entertainment, office, and residential uses, as well as a hotel. The Project is known as Project Elevate. The objective of the Project is to "elevate" the level of design, commercial and residential product types, and public and private spaces and amenities in the City through development of a new urban mixed-use district built on a traditional street grid pattern.

Incentives

Through our Economic Development Incentive Program, Elk Grove offers targeted financial incentives for companies or projects that make significant contributions to the City’s employment and tax bases. In most cases, to qualify the project must create new high-quality jobs, generate significant new tax revenue, and fall within one of several target industry sectors. Incentive amounts are negotiable and can be tailored to meet the operating needs of your business. We also provide advisory services to help you apply for State of California incentives. Startups and Incubators

The Startup Elk Grove Incentive Program provides technical and financial assistance to launching and scaling startups, and for co-working and incubator facilities that support them. To qualify you must operate in Elk Grove and be an emerging or scaling company commercializing innovative products and platforms in most tech verticals.

Breweries, Restaurants, and Wineries

Development Impact Fee Deferral Program

The Development Impact Fee Deferral Program allows a developer to defer payment of City assessed development impact fees that would otherwise be payable in full when a building permit is issued. This innovative best-in-class program functions as a low-interest source of project financing by allowing a developer to defer payment of fees for up to five years, at very low interest rates, with no payments for the first 36 months.

Small Business Permit Assistance Program

The Program provides grants to small businesses to defray the cost of obtaining City planning and/or building permits and approvals required to construct or retrofit commercial space that the business will occupy. Small businesses are defined under the Program as businesses with less than 20 employees and revenues under $3 million dollars.

Façade Improvement Program

The Façade Improvement through Exceptional Design program (FIXD) provides grant funding and professional design services for commercial building owners making exterior improvements to the appearance and/or functionality of their building façade. Improvements might include paint, lighting, awnings, signage, and similar enhancements.
